Support to Public Finance Management

Background

In 2016, the Government of Egypt has declared the Sustainable Development Strategy Egypt 2030 (SDS) to set the long-term development objectives for all Egyptians. Under the economic dimension of SDS, there are two key cornerstones in mainstreaming Egypt’s 2030 goals in the public sector practices: a) the administrative reform programme and b) the economic reform programme.

As such, there is a growing need for the Ministry of Finance (MOF) to focus on a) its human resources: their capabilities, the work culture and the effectiveness of their productivity within the scope of the MOF’s institutional development framework; as well as, b) its public financial management core functions.

Based on the past cooperation between UNDP and MoF since 2009 as well as the groundwork of preceding assistance projects received mainly from IMF, WB and British Embassy, the project will improve the effectiveness of MOF’s performance by instigating a strong inclusiveness organizational culture and a result-focus capacity development of the staff while spearheading the institutionalization of strategic management and supporting the implementation of Egypt’s roadmap for the enhancement of public finance management.

Objectives

The project will focus on the following four areas:

  • The Institutional development of the ministry
  • The ministry's Public Financial Management reform initiatives
  • The effectiveness of MOF assistance programmes
  • Provision of professional assistance to ministerial policy, technical and executive support teams

Accomplishments

In 2018, the project achieved:

  • Conducted Strategic Thinking launch event attended by 58 MOF top management including Vice minister
  • Organized strategic thinking trainings for 50 general managers from 3 sectors of MOF
  • Organized four fundamental/advanced training courses regarding Internal Audit (IA) for 120 trainees
  • 9 internal audit staff and 3 project staff had a training visit to Slovenia and the Ministry of Finance in France.
  • Launched training programmes for MOF staff to join the incubation unit for the fiscal risk management of state-owned enterprises and the guarantee analysis/review.
  • Implemented gap analysis on investment opportunities in Egypt and identified 7 major gaps
  • Participating in the preparation of the draft budget for FY2018/19 and analyzing the actual performance of FY2017/18.
