In-depth: Crisis Prevention and Recovery
Prior to the January 2011 revolution, the Government of Egypt did not acknowledge conflict as a major issue deserving serious attention. Society was seen to be in harmony without much ethnic or religious conflict-despite the few ethnically or religiously based violent incidents that occurred from time to time. After the January 2011, conflict and peace building came to be recognized as an issue that is ripe for discussion and preventive action. According to the Information and Decision Support Centre (IDSC), Crisis/Disaster issues have become recurring items on the prime ministerial agenda, requiring the Disaster Risk Reduction (DRR) department to issue a regular daily report. The government decided to upgrade this national platform from a department of disaster risk reduction to a specialized national centre for crisis prevention and conflict resolution. UNDP collaborates with IDSC, to strengthen national and local capacities in crisis management and conflict resolution. Furthermore, UNDP facilitated the partnership between IDSC and the Cairo Regional Center for Conflict Resolution and Peacekeeping in Africa (CCCPA) to support build national capacities on conflict resolution at the local level.
In 2011, Egypt increased its international peacekeeping commitment to become the 5th largest contributor, up from 12th globally. It also further emphasized the conflict prevention and peace building dimensions and is using the Cairo Regional Centre for Conflict Resolution and Peacekeeping in Africa (CCCPA) to train Egyptian Peacekeepers in international humanitarian law, especially in relation to Security Council Resolution 1325 and human trafficking prior to deployment. This training was also extended to the judiciary, media and civil society to underscore the importance of integrating various stakeholders in peacekeeping missions and shifting the perspective from security to peace building. Furthermore, at the request of the Government of Egypt and technically supported by Bureau of Crisis Prevention and Recovery, UNDP Egypt supported a comprehensive assessment of disaster management and risk reduction institutions and initiatives in the country.
